June 2011, The Hindu reported "The Nitish Kumar government has embarked on an ambitious plan to interlink rivers to solve the perennial flood problem and augment irrigation facilities. Ground work has already started on eight projects, of which five relate to tackling of floods, two to create additional irrigation facility and the last a hydel power plant, the State water resource department’s principal secretary Afjal Amanullah said. The total estimated cost for the project is above Rs four billion and it will come in handy in optimally utilising its water resources, Bihar Water Resources Minister Vijay Chaudhary said. “The pre-feasibility report for the project is ready and a Detailed Project Report is being prepared by the National Water Development Authority,” Mr. Chaudhary said. Another project at hand is the interlinking of the Koshi and Mechi rivers which will create additional irrigation facilities in Supaul, Saharsa, Araria, Kishanganj and Purnia. A sum of Rs 4,441.82 crore would be spent on the scheme, he said. In north Bihar, the projects lined up are Budhi Gandak — Non—Baya—Ganga link, Koshi—Bagmati link, Bagmati—Budhi Gandak link and Kohra—Chandrawat link, Mr. Chaudhary said."

A 356 km Canal in Bihar parallel to Nepal border will control flood and generate abundant electricity which will cause significant agricultural and industrial revolution.

The canal proposal is sent by Bihar govt to Central for approval. The approval may take decades or may not happen at all. Bihar will continue to bleed.

Every human being should be concerned for Bihar floods as every year people die, hundred millions of taxpayer's money is spent for rehabilitations, reconstruction and development. Deliberate distribution of money results in scams and corruption. We can stop the same if we have permanent solution for such floods so that the same money can be used for other causes like uplifting poverty, education, infrastructure, science, technology and innovation.

So lets get awakened, stay united, voice together, act and follow up till the dream is realized.

We are starting a signature campaign which will be handed over to government.

To achieve such a great dream, consistent contribution of each well wisher of Bihar is must.

In 2008 during the Koshi calamity days while collecting relief funds we came up with idea to have a canal at Bihar Nepal border. Main benefits mentioned below:
• The 356 km canal on Bihar soil and parallel to Nepal border will regulate the recurring floods caused by rivers originating from Nepal and spreading havoc. For that canal we don’t have to rely on Nepal. Everything is in our hands.
• The canal will have Hydro-electricity plants to generate abundant electricity which will cause significant agricultural and industrial revolution.
• The canal will generate millions of employment opportunities
• The canal will seal the Bihar-Nepal border and will restrict illegal activities on the border.

We started to spread this by sending personal mails and also through informal meetings. We also mailed to many political parties, public figures including Dr. Kalam but we did not get any reply from anywhere.

In December 2009, a similar canal was proposed by the Govt. of Bihar which was covered in Dainik Hindustan (http://www.facebook.com/photo.php?fbid=448306249185&set=o.117926088238557). The estimated cost of the DPR for the project is Rs 600 crores and the cost of the complete project is estimated to 60,000 crores. The proposal for DPR has been sent to central GOVT.

We afraid, the DPR itself is going to take few decades if we do not get awakened, stay united, voice together and follow up till the dream is realized.

With a strong will canal itself can be excavated for the cost of Rs 600 crores.
How?

As per the Govt of Bihar the cost of Excavation of a 1 hectare * 2 m is Rs 1.5 lakh.

Suppose our canal area is 400 km x 1 km
i.e. 400000 m x 1000 m = 40000 hectare
40000 x 1.5 lakh = 600 crore.

Of course there will be other cost like for land acquisition, power plant, infrastructure etc.

From where the Rs 600 crores will come?
The excavation phase itself can employee thousands of people and NREGA scheme can be used for the purpose.

The canal can store all the water in case of breach similar to Koshi breach for two days. How?

Width of Nepal border (356 km approx) 356000 m and if the canal is 400 KM long then 400000 * 1000 * 2 cubic m can store 80,00,00,000 cubic m of water and can store all the water flowing at 1,29,800 cusec for more than 2 days. Using the excavated soil the depth of the canal can be increased further which can store more water. Excavated soil can also be used to construct hydroelectric power generation units. Thus the canal will control floods and produce electricity cause agricultural and Industrial revolution.

So, we must voice together and act!

In February 2010, Dr. A P J Kalam also propsed similar canal. Again in May 2011, Dr. Kalam said that this canal can be the Key for the development of Bihar.

Bihar needs better business condition for investors


Today, Mr. R. K. Singh, the CEO of SPR Group asked a question on Facebook: "Long awaited meeting of SIPB was scheduled for 14th Feb and postponded at last moment where over 113 applications are pending for approval. Investors are running behind industry department for the same since Aug 2011 as last meeting was held on 28thSep11 in which applications till July were taken up. Bihar is developing and became investors friendely?"

Truely frustrating!

Being an aspiring entrepreneur and small investor in IT Sector, I believe that Bihar can become important outsourcing destination in no time as you can get a resource for as low as 5000-10000 a month. However I can see some loose end which I faced personally and that need to be fixed. Unlike from big investors, small/medium investors are least tolerant and less equipped to handle adverse conditions, negligence, exploitations. This is loss for Bihar.

Let us see how the Global Summit on Changing Bihar 2012 is going to affect Bihar. Bihar spends lot of money every year for branding but private investment is not hapening as expected. At least let us hope for some results now. Otheriwse this year too prominent person invited on tax payers money will deliver their message and go back. The real investors who will attend the summit on their personal cost will continue to be in dilemma!

Another point is that trying to attract big investers is good thing. Big projects will have bigger time line of setup and prodcution and cuase greater growth for Bihar in long run. Additionally, focus should be on small investors as well.

Thousands of small investors residing out of Bihar have ideas, small seed funds and keen interest to invest in Bihar. They can significantly contribute in real growth of Bihar and they can start real quick. For that is required encouraging business conditions absolutely free of sarkari babu attitude.

Try googling about it, you will not find much meaningful information like contact, address, how, what, functions, procedures, clarification etc. A dedicated website would be required backed by powerful workflow system. So that investment proposals can made online and tracked till closure. A dedicated call center with online chat will help and attract startup investors as well."

An open letter to the CM of Bihar for construction of 358 km long canal at Bihar Nepal Border

महाशय,

मैं बिहार रिभायवल फोरम का प्रतिनिधित्व करता हूँ जो कि एक ऑनलाइन फोरम हैं जिसमे देश विदेश में बसे देसी लोग सपनों के बिहार को बनाने के लिए प्रयासरत हैं. २००८ में जब बिहार कोशी के प्रकोप से त्रस्त था. लाखो लोग बेघर हो चुके थे. हम राहत एवं पुनार्निर्वास कार्य में तन मन धन से निःस्वार्थ भाव से लगे थे. जैसे ही ये हादसा हुआ, हमने देश-विदेश में बैठे अपने मित्रों को बाढ़ राहत कोष में योगदान के लिए प्रेरित करना शुरू किया. विदित हो कि कारपोरेट जगत में राहत कार्यो के लिए दान एकत्र करने एवं अन्य सामाजिक कार्यो का प्रावधान होता है. मित्रो ने अपने कार्यालय के उचित विभाग से संपर्क करने को कहा जिनके प्रयासों के फलस्वरूप कई कंपनियों में कार्यालय स्तर पर लाखो रूपये एकत्र कर प्रधान मंत्री राहत कोष में भेजे गए. वही दूसरी तरफ हमने वस्त्र, खाद्य पदार्थ, कम्बल इत्यादि एकत्र कर पीड़ितों को बांटे. ऐसा महीनो तक चलता रहा. लोगों की पीड़ा हमारी रातों की नींद उड़ा रही थी. हमने इस समस्या पर भीषण अध्यन किया और पाया कि नेपाल से आने वाली ६ प्रमुख नदियाँ बूढी गंडक, गंडक, बागमती, कमला, कोशी एवं महानंदा वर्षों से बिहार में तबाही फैलाती रही हैं. नेपाल सरकार से समाधान के लिए हो रही वार्ताओं का परिणाम शुन्य रहा है. हमने विचार किया कि क्यों न एक नहर बनाया जाये, नेपाल की सीमा के सामानांतर, किन्तु बिहार की भूमि पर जिसके लिए हम नेपाल पर आश्रित नहीं होंगे. अभियंता मित्रो ने इस विचार को एक तस्वीर के शक्ल में चित्रित किया. ये ध्यान रखा गया की एक ऐसा नहर हो जो कोशी जैसी त्रासदी के पुनरावृति की स्तिथि में सारा जल अपनी गर्भ में समां ले. नतीजा निकला एक ३५६ किलोमीटर लम्बी नहर (बिहार-नेपाल के सीमा की लम्बाई के बराबर), जो बिहार को नेपाल जनित नदियों के बाढ़ प्रकोप से बचाएगी एवं पनबिजली उत्पादन यंत्रों से प्रचुर मात्रा में बिजली उत्पादित करेगी. इस तरह बिहार में कृषि एवं उद्योग के क्षेत्र में क्रांति होगी. लाखों लोगो को रोजगार मिलेगा, नहर बिहार-नेपाल सीमा को सील कर राष्ट्र की सुरक्षा बढ़ाएगी. कंप्यूटर अभियंता मित्रों ने वेबसाइट बनाकर नहर प्रस्ताव को अपलोड कर दिया. अपलोड करने के बाद ईमेल के माध्यम से इसका प्रचार प्रसार किया गया. मीडिया, राहुल गाँधी, अडवाणी, कलाम जैसे महानुभावों को सन्देश भेजे गए.

दिसम्बर २००९ में हिंदुस्तान दैनिक में छपा कि बिहार सरकार ने केंद्र सरकार को एक नहर का प्रस्ताव भेजा है जो नेपाल से आने वाली नदियों को गंगा के सामानांतर में जोड़ेगी. हमने पाया कि ये प्रस्ताव हमारे प्रस्ताव से काफी हद तक मिलता-जुलता है. किन्तु हमें कोई आपत्ति नहीं है क्योकिं हमने नहर का प्रस्ताव इसीलिए इन्टरनेट पर डाला था कि सरकार के कानों तक बात पहुचे. हालाँकि एक शिकन हमेशा रही कि यदि सरकार ने संपर्क किया होता तो बहुत सारे दुसरे पहलु भी उपलब्ध कराते. केंद्र को भेजे प्रस्ताव के अनुसार प्रोजेक्ट के डी पी आर के लिए ६०० करोड़ की लागत का अनुमान है और पुरे प्रोजेक्ट के लिए ६०००० करोड़ का. हमारा मानना है कि बिहार सरकार ने जो भारी भरकम प्रस्ताव भेजा है उसमे दृढसंकल्प कम दीखता है. राज्य सरकार इस प्रस्ताव को केंद्र सरकार को भेज भले भूल चुकी हो किन्तु हम अभी भी इन्टरनेट और जन संपर्क के माध्यम से नहर के समर्थन में हस्ताक्षर अभियान में लगे है. करीब डेढ़ हजार लोग अबतक इस अभियान से इन्टरनेट पर जुड़ चुके हैं. इक्षुक गण http://revive-bihar.blogspot.com और फेसबुक पर बिहार रिभायवल फोरम ग्रुप में नामांकन कर इस मुहीम में शामिल हो सकते हैं.

हम नहर के स्वप्न को पूरा करने के लिए प्रतिबद्ध हैं और बिहार सरकार को पूरा सहयोग देने को तैयार हैं. हमने गूगल मैप के माध्यम से नेपाल की सीमा का अध्यन किया और पाया की कठोर इक्षाशक्ति हो तो ६०० करोड़ में पूरा का पूरा नहर खुदवाया जा सकता है. बिहार राज्य पशु एवं मत्स्य संसाधन विभाग के एक रिपोर्ट के अनुसार १ हेक्टेयेर x २ मीटर क्षेत्र कि खुदाई कि लागत डेढ़ लाख रूपये हैं. यदि हमें ४०० किलोमीटर लम्बी, १ किलोमीटर चौड़ी एवं २ मीटर गहरी नहर खोदनी हो तो कुल क्षेत्र होगा ४०००० हेक्टयेर और १.५ लाख प्रति हेक्टयेर के दर से कुल खर्च आएगा ६०० करोड़ रूपये. इस खुदाई में हजारों गरीब लोगो को रोजगार मिलेगा. पारिश्रमिक के भुगतान के लिए नरेगा योजना का इस्तेमाल किया जा सकता है. केंद्र सरकार के भरोसे हाथ पर हाथ धरें रहने से कही अच्छा हैं कि राज्य सरकार इस दिशा में यथासंभव प्रयास शीघ्रातिशीघ्र शुरू करे. हमारे संसद लोकसभा एवं राज्यसभा में इस मुद्दे को उठाते रहें और हम हस्ताक्षर अभियान एवं जनाग्रह के माध्यम से और मीडिया के सहयोग से केंद्र का ध्यान खींचे. नवबिहार के निर्माण में प्रत्येक निवासी कि भागीदारी अनिवार्य है और मैं सभो लोगो से सहयोग का आह्वान करता हूँ.

Dear Madam/Sir,

We represent Bihar Revival Forum which is an online forum with objective to achieve the dream of developed and prosperous Bihar. BRF was founded in 2008 during Koshi calamity by us when we volunteered to visit the affected areas and involved in rehabilitation work. Friends working in corporate world to contacted relevant authorities to collect donation for the purpose. We persuaded the relevant authorities to take initiative and significant amount of money was collected at office level and sent to Prime Minister Relief Fund. Apart from that we also collected clothes, blankets, food etc and distributed there.
Later we started to discuss about the recurring floods caused by the six rivers (Burhi Gandak, Gandak, Bagmati, Kamla, Koshi and Mahananda) originating from Nepal and spreading havoc. The initiatives taken by Government so far failed to solve the problem because the solution proposed required involvement of Nepal. So we came up with a proposal to construct a 356 km long canal in Bihar, parallel to Nepal border. As this will be in Bihar we will not have to rely on Nepal. This canal links the entire six rivers and in case of another koshi breach can store water for more than two days. The canal will resolve the flood problem. By setting up hydro-electricity power plants abundant electricity can be generated. This will trigger agricultural and industrial revolution. The canal will seal the border and limit the illegal activities. We published the canal proposal in beginning of 2009 on our website and started to spread it through emails. We sent email to media, Kalam, Rahul Gandhi, Advani etc but we did not get any response.

In December 2009 Dainik Hindustan reported that a canal has been sent by State Government to Central Government for approval which is quite similar to our proposal. But we do not have any grievance as we put the proposal on public website to bring it to the notice of the Government. But little disappointment was there because if we have been contacted we could have given many valuable inputs additionally. As per the Government proposal the estimated cost for preparation of Detailed Project Report is 600 Crores and for the complete project is 60000 Crores. We believe that the big bang project proposal sent shows least commitment. State government might have forgotten the project after sending the proposal but not us. We have been campaigning for the canal continuously and also we have started a signature campaign using online cause. Till now about 1500 person have registered to the cause and our cause was also covered in Dainik Hindustan.

We are committed to fulfill the dream of canal and ready to cooperate with the government by all means. We have reviewed and analyzed the border through Google map and we believe that with strong will the canal itself can be excavated at the cost of 600 Crores. As per the Bihar State Animal and Fisheries Resource department the cost of excavation of an area 1 hectare x 2 m is 1.5 lakhs. So if we excavate a canal of 400 km in length, 1 km in breadth and 2m in depth the area will be 4000 hectares and the cost will be 600 crore. MNAREGA can be utilized for the project and this will employ thousands of workers immediately. This canal will form a solid foundation for our dream Bihar and to make is possible we must not leave any stone unturned. We request the State Government that instead of waiting for Central Government's response they should take their own initiative as soon as possible. We pray to our MPs to give up the politics of party, cast and opportunity and raise this issue united in the parliament. And BRF will continue its campaign and make it more intense. विकास दर एक छलावा

फिर से जोरो कि चर्चा है कि बिहार का विकास दर २०११ में भी पहले स्थान पर है. सुनने में अच्छा लगता है

किन्तु यदि गौर से देखे तो ये आंशिक सत्य है. यदि आप रिपोर्ट को ध्यान से देखे तो आप पाएंगे कि:
१. बिहार का योगदान भारत के सकल घरेलु उत्पाद का मात्र २.९१% ही है.
२. १४२०३१ करोड़ के उत्पादन के साथ बिहार १४वें स्थान पर है.
३. चंडीगढ़ का दर १४.७७% जो बिहार से ज्यादा है. उसके पीछे दो वर्ष में सिक्किम का दर बिहार से ज्यादा था और उससे पहले के वर्षों में भी बिहार पहले स्थान पर नहीं था.


मैं हमेशा से लिखता आया हूँ कि कृपया विकास दर पर न जाएँ. यह छलावा हो सकता है. उदहारण के लिए यदि सकल घरेलु उत्पाद १०० से बढ़कर ११२ हो जाये तो विकास दर १२% हो ही जायेगा. और यदि सकल घरेलु उत्पाद १००० से बढ़कर १०१२ हो तो विकास दर होगा १.२%.

इस सन्दर्भ में जानने कि कोशिश करते हैं भारत के शीर्ष कॉलेज के रैंकिंग के प्रक्रिया के बारे में. इस प्रक्रिया में स्थान या क्रम के निर्धारण के लिए दर्जनों पहलुओ पर अंक दिए जाते हैं. इसमें कुछ पहलु प्राथमिक होते हैं और कुछ दुसरे दर्जे के. भारत में एक मैनेजमेंट कॉलेज ऐसा भी है जिसके संचालक अथवा महानायक एक स्वप्रचारित बुद्धिजीवी हैं. साफ़ नाम नहीं लिखूंगा क्योंकि जो उनके खिलाफ लिखता है वो उसपे मानहानि का मुक़दमा ठोक देते हैं. उनका विज्ञापन आता है अनेक प्रचलित समाचार पत्र, पत्रिका, चैनल इत्यादि में जो हर वर्ष कॉलेज को आई आई ऍम और एक्स एल आर आई से भी आगे बताता है. यदि आप गौर से विज्ञापन से देखे तो पाएंगे कि कॉलेज किसी दुसरे दर्जे के पहलु में शीर्ष पर है. आप पाएंगे कि जो मीडिया ये रैंकिंग का सर्वे करता है उन्हें इस कॉलेज से बड़े बड़े विज्ञापन मिलते हैं. तात्पर्य है कि कॉलेज, मीडिया को विज्ञापन देकर वो शीर्ष स्थान खरीद लेता है. बिहार में ऐसा ही हो रहा है.

पिछले पोस्ट में मैंने लिखा था "एक समय था जब बिहार की स्तिथि बद से बदतर होते होते सोमालिया जैसी हो चुकी थी. लोगो ने नितीश को चुना. बिहार की गाड़ी चल पड़ी. हर तरफ विकास दिखने लगा. अगले चुनाव ने नितीश ने आह्वान किया 'निर्माण या विध्वंश, आपके हाथ में है'. जनता ने सर्वमत से निर्माण को चुना. विकास यात्रा जारी है. राज्य सरकार के आंकड़े कम से कम येही बताते हैं. इन्टरनेट, टेलीविजन छोड़िये, पटना के मुख्य मार्ग से उतर कर देखिये, सरकारी कार्यालयों में बिना किसी पैरवी के जा के देखिये, गावं जा कर देखिये. बाढ़, बिजली, भ्रष्ट्राचार जैसी पुरातन समस्याओं की स्तिथि यथावत है. बिहार के साईट पर इकोनोमिक सर्वे रिपोर्ट पढ़िये. लिखा है "If we consider per capita estimates of GDDP, we find that Patna (Rs. 37,737), Munger (Rs. 12,370) and Begusarai (Rs. 10,409) are the most economically prosperous districts of Bihar. On the other end of the ranking, the three most economically underdeveloped districts are Jamui (Rs. 5516), Araria (Rs. 5245) and Sheohar (Rs. 4398)." प्रश्न ये है कि ५०० रूपये प्रति माह घर चलाने के लिए काफी है? ये आधी आबादी का सच है."

जो दीखता है वो होता नहीं. लोगो से अनुरोध है कि आँख मूंद कर विश्वास न कीजिये, बल्कि आत्ममंथन कीजिये. समृद्ध बिहार का स्वप्न आपका भी है और मेरा भी. अपने गावं में पूछिए, गावं का स्कूल कब शुरू था, स्कूल में कितने कमरे हैं और कितने बच्चे. शिक्षा कैसी हो रही है. चिकित्सा का क्या हाल है? बाढ़ का क्या हाल है? आप जानने की कोशिश कीजिये रोजगार, खेती का क्या हाल है? शहरों में अपने दोस्तों से पूछे उनके आस पास सड़क, नाले की क्या स्तिथि है, सड़क के लाइट काम कर रहे या नहीं. कानून व्यस्था एवं मुख्या सड़के अवस्य एक उपलब्धि है इसी लिए कहता हूँ, नीतीशजी से बेहतर विकल्प नहीं है अभी. लोगो से अनुरोध है कि आँख मूंद कर संतुष्ट होने के बजाये मुद्दों को याद दिलाते रहिये. यदि हम चौकस नहीं रहे तो कब पंद्रह वर्ष और बीत जायेंगे पता भी नहीं चलेगा और स्तिथि वही की वही रह जाएगी. हमारे बच्चों को भी वही भोगना पड़ेगा जो हमारी गत है. बिहार सरकार को हमारी शुभकामनाएं और अनुरोध कि समृद्ध बिहार का सपना कोसो दूर है, ढोल पीटने से ज्यादा आवश्यक है वास्तविक कार्य!

Wiase Bihar ki earning (142031 Crore) Chnadigarh (15754 Crore) se jyada hai 2010-2011 me. Mai waise economics jyada nahi janta. If you read the blog post you find that I have insisted on GDP rather than illusive gdp rate. Actual GDP matters, not the rate. There we stand still on 14th place. Our contribution is 2.91% of India's GDP. Claiming to be on top based of GDP rate is propaganda to fool people. It something like out of team score of 487 you score 14 and topper scores 77 and your place is 14th. Now you say that last year I scored 12 and topper 70 so your improvement rate is 14% and topper rate is 10%. So you are topper. Of course your are that way, but is that real? Chandigarh is a UT indeed but if you account area and resources. What about Last two years? Sikkim is state, so DCM's claim is false. But again we can comeup with anotherset of funny parameters to support his claim. On humour note if DCM claims on the basis of gdp rae then he should be thankful to previous regime who set the gdp so low that we are getting higher gdp rate.

असंतोष जताना और सामने वाले की खामखाह आलोचना करना, ज्यादातर लोगों की आदत बन गई है. बिहार के सन्दर्भ में यह खूब देखा जा सकता है. बिहार में हो रहा बदलाव, बदलाव-विकास के आंकड़े सब झूठे, मैनीपुलेटेड और बढ़ा-चढ़ाकर, पत्रकारों को खिला-पिलाकर लिखवाए गए लगते हैं. इसमें कोई दो राय नहीं कि बिहार में सबकुछ अभी ठीक नहीं हो गया है. अभी बहुत कुछ किया जाना शेष है. बहुत से लोगों को प्रशासनिक स्तर की शिकायत है कि घुसखोरी सरकारी दफ्तरों में बढ़ गई है....लेकिन इस आधार पर विकास का सही आकलन नहीं किया जा सकता...आपकी शिकायत प्रशासन से जुडी है, मगर विकास का संबन्ध शासन से है. कृपया घालमेल न करें...व्यवस्था को पारदर्शी बनाना जनतंत्र में सरकार की बाध्यता है, सेवा में कमी के लिए जनता संबन्धित विभाग अथवा कर्मचारी से सीधे निबट सकती है. नीतीश जी ने व्यवस्था में कई बदलाव कर प्रशासन को जनता के प्रति जवाबदेह बनाने के कई प्रयास किए हैं. सेवा का अधिकार का कानून बनाना (राइट टू सर्विस एक्ट), इसी दिशा में सुधार लाने का प्रयास है. अब कुछ काम जनता को भी करना होगा. सारी जिम्मेदारी सरकार पर नहीं डाल सकते. ग्राम कचहरी को मजबूत करने की दिशा में भी नीतीश जी ने कई ठोस व्यवस्था लागू की है- न्याय मित्र के पद का सृजन और सरपंच को छोटे-मोटे झगड़ों को निबटाने का अधिकार देना भी उसी दिशा की एक जनतांत्रिक व्यवस्था है.
पूरी तरह से ध्वस्त हुई व्यवस्था को फिर से खड़ा करना, वह भी उन्हीं अफसरों और उसी सोच की जनता के साथ मज़ाक नहीं है. अपराध से लेकर अस्पताल तक में बदलाव आया है. सड़कों की स्थिति बदली है.
और सबसे बड़ी बात है सरकार के मुखिया की नीयत का फर्क. नीतीश जी विकास करने की मंशा से काम कर रहे हैं, बिहार की जनता को अच्छा शासन-प्रशासन मिले इस दिशा में लगातार पहल कर रहे हैं. यह अपने आप में बदलाव का सबूत है. बिजली का अभाव सिर्फ बिहार सरकार के दम पर समाप्त नहीं किया जा सकता. केन्द्र सरकार की कार्यप्रणाली और बिहार के प्रति उपेक्षा भाव से नीतीश जी अच्छी तरह परिचित हैं, इसलिए इंडस्ट्री के बजाय वह खेती पर फोकस कर रहे हैं. लेकिन खेती करने का काम अफसर नहीं कर सकते, यह किसानों को ही करना होगा. जबकि बिहार के लोगों, खासकर युवाओं में खेती के प्रति कैसी और कितनी दिलचस्पी है,यह बताने की ज़रूरत नहीं कि हर कोई ऑफिस में एसी का मज़ा लेते हुए जीवन गुजारना चाहता है, जबकि खेती का काम कड़ी धूप और कड़कती ठंढ में ही संभव है. आप कह सकते हैं खेती जिस दिन कारोबार बन जाएगी, लोग खेती करने लगेंगे. मगर कहना आसान है, इसके लिए सिर्फ सरकार के प्रयास से काम नहीं चलेगा, बिहार के युवाओं को भी नई दृष्टि के साथ खेती से जुड़ना होगा. बिहार सरकार ने अपराध पर नियंत्रण कर बिहार की प्रतिभाओं को रोकने का जो काम किया है, वह कम बड़ा काम नहीं है. आनेवाले पाँच-सात वर्षों में इसका सकारात्मक असर दिखेगा.
बिहार के पुनर्निर्माण को लेकर 2003 में मुम्बई में गठित संस्था ‘ आँगन सोशिओ कल्चरल ऑर्गेनाइजेशन’ इस नवम्बर से गाँव को आत्मनिर्भर बनाने के मिशन के साथ बिहार आ रही है, यह भी बिहार के बदल रहे परिदृष्य का ही द्योतक है. आँगन ने इसके लिए नालन्दा ज़िले के बिन्द गाँव को चुना है. किसी को देखना हो तो वह अगले साल जनवरी में वह बिन्द आ सकते हैं. उनका स्वागत है. दोस्तों सिर्फ शिकायत करने कहीं बदलाव नहीं आता, हमें भी अच्छी नीयत के साथ काम करना होगा.

Amitabh Jha, we do understand the logic and maths what u have given in ur second comment. But the reality and truth are - Bihar`s growth is in better situation than Lalu/Rabri Raj. No one is making people fool. You, I and many understand those things. For me it is not important that Bihar should have highest growth rate. But main thing is - we are improving and we should keep the pace plus we should accelerate the pace. In every sector, this happens, that data which gives better look and importance is promoted. What do you think - companies, other countries do not do that? There are different ways of expression of findings and people chose the best suitable one. If DCM says we have highest, GDP among all states, that's fine. If you are not satisfied with the Govt performances, then why do not you try to improve the system by giving proper suggestion along with criticism?

Amitabh Jhaji......It took 33 years for China post economic liberalisation of there country to become world's second largest economy in terms of nominal value of GDP and not on the Purchasing Power parity basis.I agree to it that Bihar's share to national GDP is around 3% but there are some clauses attach to it.If Bihar has grown in Nitish Kumar's tenure with a small economic base that doesn't mean other states economic growth is at standstill.So the other state's contribution to National GDP is nullifying Bihar's economic growth and it's share to National GDP.The simple mathematics is if other states stop growing in economic size then definetly Bihar's contribution to National GDP share would had been increased at much more faster rate.

Thanks all for your kind comments. In these posts I have tried to make a point that Growth rate is an illusion by quoting facts and logic. If you agree with that it is fine otherwise we are free to have different opinions. Any conclusion, bragging or self-complacency on the basis of growth rate should be avoided.

Amitabh Jha ji...Your criticisms are welcomed but not well solicited,what you have posted is an lopsided economic analysis.The comparison of Bihar with any other state of this country at this juncture is not relative.Before drawing some inferences in respect of economic comparison i.e. in terms of GDP size one needs to do some permutations and combinations Bihar V/s other states.Even you know "Rome was not built in a day",other states of this country have already built up there economic base and Bihar is still in the takeoff stage of economic cycle.The developed states of this country have already well established economic engine such Hyderabad to A.P,Bangalore to Karnataka,Mumbai & Pune to Maharashtra,Delhi as an central economic zone for the neighboring regions in the radius of 200 kms.As far as Chandigarh is concerned it's totally created UT by Govt. of India addressing there finance(Tax Sops) and Economic concerns,Haryana is one of the best example of super beneficiary of Delhi's economic churning and benefiting its strategically proximity,Noida & Ghaziabad also falls in the same line.As far as Sikkim is concerned, without special status category the state's economic base is nowhere.Bihar unfortunately is not gifted with any economic engine which can drive the state economy,Infact the adjoining regions of Bihar have also not made any economic wonders by which Bihar can reap some benefits.Bihar is a state comprising 85 % of rural population so on those grounds also Govt. of Bihar can't generate any demographic dividends.Punjab is a stagnated economy despite of having sleuth of strong economic reforms and conducive economic environment and on the contrary Haryana GDP is still booming because of Delhi's proximity.Finally I am aware Bihar's GDP size is very minimal but whom we can blame ? But if some one is trying to recover in-spite of many odds then definetly deserves applaud.

‎Sumeet Jhaji very well said, very resonable and matured arguments! Blame game is no good, action is required. Of course we must applaud for good work but shortcomings should be escalated too. Otherwise anoher 15 years will be gone and we may have to regret again. We are lagging behind and lot of things need to be at greater pace.

I am not sure how many actually read the full blog post as there i mentioned the good work as well apart from criticising. Its good to see so many comments but probably those comments are either based only on the catchy lines with the link posted or based on the graph. the secret behind the catchy lines is that if you post appreciation everyone will likes it and comments "Jai Bihar, banta Bihar, rising Bihar etc. etc.". If you put negativity it opens the communication channel which unleashes lot of thoughts, views and prospectives. But that quite often backfires too and turns into personal attacks, character assasination or into other bitter form which I have been facing for years. Anna has truely said " "if you are working in the social field you should keep your ego aside and be able to digest insult and humiliation".

Bihar is growing as consumer. All big brands are coming here. But the product/services are manufactured outside and being sold here. Telecom sector has grown, lot of money being spent on highways, overbridges, roads and infrastructure which is good, service delivery has improved (but still not so good). I hope that things will either sustain or improve. On the other hand what good will be roads and infrastructure if there is no electricity? Floods still a problem, electricity still highly inadequate, genuine investors still shying away, precious lands are being allocated to fake investors, investors are being treated as sacrifice goat, corruption rising, newly constructed roads/bridge started to crack, nobody knows what happen to the 16,000 crore illegal withdrawal scam from the government treasury. Millions of us have migrated and helping to grow the GDP of other states by working in factories, construction, companies, entrepreneuship, driving taxis, mopping floors and so on . Significant amount of money is being spent by Bihari guardians to educate their children in other states. How can we stop this?

The real GDP will only improve when our Agriculture and Energy sector grows and subsequently the Industries. For that we need effective solution for flood management and power generation. Challenges are huge and we are decades behind. Achievements like creating IT policy in 7 long years is shameful and should not be accepted. Things need to be done at greater pace.

Again I insist that growth rate is improper attribute to compare the achivements hence the subject of this post is विकास दर एक छलावा.
Blind affection and trust often spoils the kids so Once again I pray to you all, dont be complacent, keep your eyes open and raise alarm if required. निन्दक नियरे राखिये, आँगन कुटी छबाय। बिन पानी साबुन बिना, निरमल करै सुभाय।।

Criticism is most welcome but it should not be biased and lopsided and to praise one's own self. It should appear more like an argument and less like a slogan. ..
..For example, when we talk about electricity (or the lack of it), we should talk about efforts being made in this direction, new projects, future projections and our preparedness and then, we should clearly write why the present efforts are considered less. One may also share information about gestation period generally involved in electricity projects. Merely saying that 'we lack in electricity' may not add value to our information/ knowledge... Same with other issues raised.

The exagerrated claims by govt makes me nervous as last year also they made some claim about growth which was criticised as even quoted source had denied those facts. This brings embarassment. So we need to be careful. Media takes a peace of information and manipulates in a way which are mislaeading sometimes. Media never quotes the source of the link. We dig the internet to get the exact source and share with public along with our views to make the information more reliable. Again I say unless we wont work on the ideas like canal, IT city the real GDP growth will not happen soon.

Bihar, listen! Slow and steady doesn't win race anymore.

In my post I analysed how Bihar can become a most sought IT investment destination n no time. Unfortunately for Bihar it is still a dream. On the other hand this has been a reality in most part of India since long time.

IT/ITeS/BPO expanding from Madras to Coimbtore, from Bangalore to Mangalore, from Bombay to Pune, Delhi to NCR. Infosys seems to be going to Gujrat instead of Bihar.

West Bengal managed to get Infosys mentor Narayana Murthy as its IT investment mentor.

Bihar took seven long years finally to release its IT Policy which reflects its committment.

Do you think in past 7 years sufficient steps has been taken by the government to attract IT Invstments?

The time is gone when slow and steady used to win the race. Now you have to be swift and smart. Does anbody care?

People are so illusioned by the charisma that if someone try to express his/her views against the wave, he/she face the heat, humiliation, personal attacks, character assasination and so on.

फिर से कहूँगा कृपया विकास दर पर न जाए. यदि सकल घरेलु उत्पाद १०० से बढ़कर ११२ हो जाये तो विकास दर १२% हो ही जायेगा. और यदि सकल घरेलु उत्पाद १००० से बढ़कर १०१२ हो तो विकास दर होगा १.२%.
रचनात्नक सोच किसे कहते हैं आप जाने. मैं बचपन से स्वप्न बिहार चाहता हूँ जहा मेरे बच्चे वो न भोगे जो हमें भुगतना पर रहा है. कोसी के बाढ़ के समय से एक नहर के स्वप्न को देखा है. एक ३५६ किलोमीटर लम्बी नहर (बिहार-नेपाल के सीमा की लम्बाई के बराबर), जो बिहार को नेपाल जनित नदियों के बाढ़ प्रकोप से बचाएगी एवं पनबिजली उत्पादन यंत्रों से प्रचुर मात्रा में बिजली उत्पादित करेगी. इस तरह बिहार में कृषि एवं उद्योग के क्षेत्र में क्रांति होगी. लाखों लोगो को रोजगार मिलेगा, नहर बिहार-नेपाल सीमा को सील कर राष्ट्र की सुरक्षा बढ़ाएगी. हमने ये नहर प्रस्ताव अपने वेबसाइट पर डाला और तब से ये संदेस लोगो तक पंहुचा रहे हैं.

Bihar land scam can be suicidal

In my last post I have mentioned that "Backwardness of Bihar can be proved as blessing in disguise. Propagandas like seminars and invitations for investment are not enough. Serious ground work and sincere preparation need to be done in advance with vision for next 20-50 years. Swift planning and prompt action is required."

India became significant outsourcing destination because of its low cost advantage. Now when the cost advantage is gone in all the major cities, second tier cities like Patna, Lucknow, Nagpur, Mangalore, Coimbtore, Ranchi, Bhopal, Nainital can try to utilize this golden opportunity by providing world class infrastructure with promising measures towards sustaining low cost.

Mostly Bihar has grown as a consumer market. Serious efforts are required to boost up the production which will help in long run. But it's heartbreaking to see that least has been done in Bihar for infrastructure development like a brand new IT city with infrastructure, energy, roads, trains, metro, IT parks, telecommunication, housing, sanitations, school, malls, cinema halls, govt offices, kiosks, banks etc.

To add to the misery, now land scam has surfaced which is unfortunate for Bihar and mockery on the claims of industrial growth plans. Lands have been acquired from farmer and distributed deliberately to the Keith and kin of ministers, mafia and bureaucrats. This is going to affect the great Bihari dreams negatively and doom the future of Bihar further. You try googling for land in the vicinity of Patna and Bangalore. You will notice the prices of commercial as well as residential lands are shockingly and surprisingly same. A big hype is being created which can be suicidal for Bihar. This is the situation when development is only planned. You can imagine what will happen when development works start to happen and hundreds of companies and hundred thousand professionals move to that region and seek commercial or residential lands.

Cost advantage will dissapear before existing.

If Bangalore is developed and successful, then why anyone will come to Patna? Will it make sense for any invester/professional to drive all the way to Bihar?



Being a common man, I never understand what is the need of such greed which is killing the golden goose? When few crores should be sufficient to lead a decent life and which can be earned through hard work and honesty. Then why they tend to earn thousand of crores by unfair means? Those who are doing this are probably mentally sick or insecure about their feature and want to earn as much as possible. Why don't they understand that their crimes may lead them to jail.

This is definitely hurting the intrest of Bihar and of India.

The need is to acquire land from farmers with their consent and by paying proper compensation and carefully planning commercial, housing layouts with proper infrastructure and allocating the lands directly to consumers instead of brokers. This will ensure log term cost advantage, attract investers and professionals and will trigger real development.

Why companies will come to Bihar?

In the many parts of India the infrastructure has been developing rapidly in unplanned manner and not able to meet the drastically increasing demands. You may have to spend hours to drive through one kilometer stretch in peak hours. There is no chance of undo and redo. Under these conditions the backwardness of Bihar can be proved as blessing in disguise. If Bihar or any such state can provide specific solution to this, it will become a major destination for outsourcing in no time.

In this post I am going to discuss four quotes from diversified sources.

Quote 1:
In Forbes article on 29-Feb 2008 Sramana Mitra, US Silican Valley Entrepreneur and Strategy Consultant writes:
The cost advantage for offshoring to India used to be at least 1:6. Today, it is at best 1:3. Attrition is scary. Forbes recently published some scary statistics on wage inflation in India. Salaries rose 15.1% in 2007, up from 14.4% the previous year. The 2008 forecast: 15.2%. This would be the fifth consecutive year of salary growth above 10%. Add to that the appreciation of the rupee against the weakening dollar, and its impact on the labor arbitrage market. Is the death of Indian outsourcing all that far off? Assuming a 15% year-to-year salary hike rate, and a 2007 cost advantage of 1:3 in favor of India, if U.S. wages remain constant, India’s cost advantage disappears by 2015. Then what?


Though Becuase of the recession in 200-2009 hikes were rare in the industry and some even got negative hikes. But things are becoming normal again and industry is giving hikes in two figures to retain its employees.

Delhi, Noida, Chandigarh, Kolkata, Mumbai, Chennai, Hyderabad, Bangalore - All the cities tell the same story. Cost of living is high. Salary is increasing. Infrastructure is becoming insufficient. The cost Lands/ apartments in outskirts costs a fortune, thanks to the corrupt nexus between land mafia and politicians.

In Bangalore, the value of dry agricultural land adjacent to a main road was Rs 50,000 per acre till February 29 , 2008. But from March 1 , 2008 , it has become Rs 15 lakh per acre. Now if you want to buy a residential flat in that area, you may end up paying not less than Rs 30 lakhs for a 1000 sq ft.

Why government is taking lands from farmers on a bare minimum price and giving it to corrupt nexus of politicians and land mafias? Eventually we have to pay throat cuting price just for a small flat. To pay that huge amount we end up paying huge loans. We pay huge interests and get trapped in endless loop. Bank give loans at 7% floating and in few months they increase the rate of interest to 14%. On the other hand farmers loses their lands. Instead of cultivating grains and vegetables, buildings are getting constructed. Now grains and vegetables need to be imported from other remote districts to fullfill the demand. Increased patrol price adds on the transportaion cost and no wonder the grocery cost become high with eventually increases the cost of living.

We as a common person, are getting skimmed by everyone. Government, realtors, financial instutions, inflation, healthcare, transports, taxis, autos, airlines, entertainment(PVR, music, movie), restaurants (Pizza huts), clothings, super malls, higher cost of living everyonbe having a cut on us.

Connected infrastructure and teaching using video conferencing can provide effective solution to the shortage of teachers and deliver quality education.

Imagine there is a pool of experts delivering their lecture/training/teaching from far away. This is already been happening. Many self-motivated well wishers of Bihar like Chandrakant Singh of Gurukul Foundation is already making is happen. The need is to make it centralized and then broadcast over internet to each school/college.

The billion dollor question is why companies will come to Bihar?

As Boston based Satish Jha the Chairman of One Laptop Per Child says:
Its unfortunate that we start to plan for the past. It does not help Bihar to consider imaging the body-shopping back-offices to extend to Bihar as well. It’s a pity that what is past is a dream for a state. Bihar will not be created by those who are looking for job offers. Those seeking job offers come a bit after some entrepreneurs have laid a platform for them to come to. When “Big” companies choose to invest in Bihar, they will find a way to get folks to come there as well. That will happen when the Govt of Bihar is willing to offer decent incentives and a basic infrastructure etc. Even that seems to be a challenge as we have not mastered communication. Whether in Maithili or Hindi or any other language, the skills of even upper crust members of Bihar community are suspect. For English, the less said the better. As we speak, Patna cannot accommodate 1000 families that are used to a basic DDA housing quality of life available in Delhi or Bangalore, DDA flats cost Rs 2 crores and their rental is Rs 35000 pm. To create that quality in Patna one may spend less than Rs 20 lakhs. However, as soon as 1000 flats are demanded, the cost will jump considerably. The above line of argument stems from the inspiration of a couple decades ago. In order to progress, Bihar has an opportunity to rethink about itself. In a 15 year perspective plan, one may need to address the following:

If Bihar or any other state can provide solution to these radical issues, it can become a number one destination for IT outsourcing in no time.

Tier-II/III cities have golden opportunity to provide an ecosystem with excellent infrastructure and low cost resource and job will start to flow there.
Can Bihar accomodate 1,00,000 IT/ITES professionals in next 5 to 10 years?

A separate IT city is required with International Airport. Affordable townships should be developed near the IT city. Public infrastructure planning is required to control the traffic and also point to point public transport facilities is required. Strategies are required to keep the cost of living under control. Need is to learn, recognize opportunities and quickly plan and build an IT city with infrastructure, roads, trains, metro, IT parks, telcommunication, housing, sanitations, school, malls, cinema halls, govt offices, kiosks, banks etc.

How Bihar can address the radical issues what other destinations going through?

There is pontential to attract big companies to invest in Bihar because of few reasons below:
1. Brand Bihari – Biharis are well known for their intelligence, hard work and loyalty

"Engineers from Delhi and Bihar are the best when it comes to IT product, IT services, KPO, BPO, software testing and hardware networking roles, according to a survey. The National Employability Study 2011 by Aspiring Minds after analysing the employability scores of over 1.2 lakh final year engineering graduates reveals that while Delhi engineers are the best when it comes to IT services, BPO, KPO, software testing and hardware testing, engineers from Bihar (including Jharkhand) were the best in IT product roles where Delhi engineers come a close second."

2. Human resource – A huge pool of computer science and engineering graduates like BCA, MCA, B. Tech etc. and other English speaking graduates are available. This fits into the growth strategy of IT, ITes and BPO companies.

3. Cost effectiveness – Cost advantage in terms of low cost human resources, real estate price, tax benefits etc.

4. Connectivity – Patna the capital of Bihar is well connected by train/flights with all major cities.

5. Future growth – Bihar is expected to grow rapidly in coming years

In 2008.2009 with vision to form an Infosys in Patna, we worked on a Project Plan to start a company for Software Development and Information Technology Enabled Services with ambitions to start with few hundred professional and recruit 5000 professional in next few years followed by exponential growth to 100000 within 5 years. I personally visited the Biscomaun Bhawan in Patna which is declared as IT Park by the state government of Bihar. Not to my surprise, it was stinking and full with garbage and filth like any other office premises there. I contacted state government officials to discuss the IT policy posted at the state government website (http://gov.bih.nic.in); I was told that the policy is still in draft version hence not applicable.

As of now the IT policy is still in draft version. Though it has evolved from year 2008 version to 2010 in 3 years. What a pity?

Finally we have IT Policy! Later is better than never!

State Investment Promotion Board (SIPB) Bihar serves as the Single Window Agency for project approvals. Try googling about it, you will not find much meaningful information like contact, address, how, what, functions, procedures, clarification etc. A dedicated website would be required backed by powerful workflow system. So that investment proposals can made online and tracked till closure. A dedicated call center with online chat will help and attract startup investors as well.

Harassment is another hurdle. A close friend (a techie from IIT and have many patents on his name) approached government for land allocation near Patna for his educational institution project, he was asked to pay unreastically high price. He moved his project to a remote dark age village where it is successfully running and appreciated even by World bank.

Chaitanya Gurukul's integration of technology and web content into education are building a strong case for innovation in getting effective education to the most remote and poor corners of India. -- World Bank

In August 2008, Bihar Revival Forum dreamed for Infosys, Wipro, TCS, Bosch, Oracle, Accenture in Patna. Within six months it started to happen when Infosys showed interest.

We feel sorry to say that with ongoing kind of inactive attitude nothing significant can be achieved. Invitation for investment is not enough, serious ground work and sincere preparation need to be done in advace with vision for next 20-50 years. Swift planning and prompt action is required.

The future of canal

Dear well wishers of Bihar,

Please read till end and reply!

Everyday we are getting new groups and forums where people just talk. Talking is good as you get lot of ideas from different minds. But These ideas should used on ground.

My question is that how we can take it up from here?

We are ready to merge our agenda with any committed organization who believe in us and help us in the execution of our plans.

During the Koshi calamity days while collecting relief funds we came up with idea to have a canal at Bihar Nepal border to end the misery.
We worked on this proposal in nights, on weekends and on holidays (apart from our job which pays our bills) and published on our website www.astroavinash.com which is down now but back up is available at below links.

The support was encouraging and overwhelming.

8 or nine months later similar canal was proposed by the Govt. of Bihar which was covered in Dainik Hindustan (http://www.facebook.com/photo.php?fbid=448306249185&set=o.117926088238557).

This was a great success for us because we had published it at public site so that it gets noticed.
But we feel that we could have contacted by govt of Bihar and we could have provided more inputs which we continue to do through out sites for example we proposed that with strong will canal excavation may be started by state govt on their own.

No worries though. Our countless freedom fighters did not die expecting people with remember them. We want canal not credit.

Govt sent the proposal and no mention of that afterwords. But for us it is our dream and hope! We have started signature compaign in support.

बिहार दिवस और आप

बिहार के पुनर्निर्माण में हर बिहारी की भागीदारी आवश्यक ही नहीं बल्कि अनिवार्य है. आप भी सादर आमंत्रित हैं. आप बहुत कुछ कर सकते हैं. छोटी छोटी बातों से शुरुवात कर सकते हैं. जैसे कि, सार्वजनिक स्थलों एवं सम्पतियों का ख्याल रखें. सफाई का ख्याल रखें, यहाँ वहां कचरा, कागज, पन्नी इत्यादि न फेकें. पान खाकर, गुटखा खाकर सरेआम थूकना बंद कर दें. खुलेआम पेशाब और शौच न करें. सार्वजनिक शौचालय के उपयोग के पश्चात फ्लस करे, पानी डाले. सबकी इज्ज़त करे, दबंगई न करे, छोटी छोटी बातों को इज्ज़त की बात मान हाथापाई और गली गलौज न करें, उत्तेजित न होवें, जाने दें. टिकट लेने के लिए, आवेदन करने के लिए, हर जगह पंक्ति में लगे. यात्रा करते वक़्त सहयात्रियों के सुविधा का ख्याल रखे. ऊँची आवाज में संगीत न सुने, मोबाइल पर बात करते वक़्त आस पास के लोगो के सुविधा का ख्याल रखें. गाड़ी चलाते वक़्त अनुशासित व्यवहार करें, पैदल यात्रियों को सड़क पार करने का अवसर दें. ऐसी अनेक छोटी छोटी बातें हैं.

बिहार से बाहर आकर यदि हम ये कर सकते हैं तो बिहार में रहते हुए क्यों नहीं? थोड़ी तकलीफ होगी पर त्याग तो करना पड़ेगा, प्रयत्न तो करना ही होगा. बदलाव चाहिए तो करना ही पड़ेगा, अपने लिए, अपने अपनों के लिए, अपने बच्चों के लिए.

ये छोटी छोटी बातें एक गौरवशाली और समृद्ध बिहार के लिए नींव का काम करेंगी.

बिहार सरकार ने केंद्र सरकार को एक महत्वकांक्षी नहर के निर्माण की योजना का प्रस्ताव भेजा है. ये नहर बाढ़ से रक्षा करेगी, पनबिजली संयंत्र से अपार विद्युत् पैदा करेगी. बिहार में कृषि एवं औद्योगिक क्रांति लाएगी. ये नहर कही राज्य और केंद्र की राजनीति का सिर्फ मुद्दा न बनकर रह जाये इसलिए नहर निर्माण के मुहीम से जुड़े.

मै चीखू-चिल्लाऊ करू विनती हजार !
अकेले मरी आवाज को सुने कौन सरकार?
दस लाख हम जब मिले और करे पुकार!
कैसे न सुनेगी बहरी से बहरी सरकार!!

Congratulations everyone for the new government in Bihar

Congratulations everyone for the new government in Bihar. Definitely, Mr. Nitish Kumar is the best available option and one of the best CM.

As I mentioned from time to time I am working on a book, ‘Revive Bihar’. I have been meeting people from different background and collecting views on developing Bihar. I would like to quote couple of instances about his governance.

One of my uncles, works in state government. Once he visited me and I asked him about CM’s work. He said that he expects monthly reports from each department and keeps track of them proactively. That is an excellent example of his governance!

I met a director in a state government organization. He said that Nitish is different. He openly tells “Beware! If you are involved in any kind of corruption then be prepared for the consequences. Don’t expect any help from me.” That reflects his commitment against corruption.

I met a marketing head of a car show room in Patna and asked him what he feels about this government. He said we are able to do business without any threat from criminals or any one. There was a time when he used to get phone calls in midnight with threatening like “Mother F***ER” why you did not give car to my men. He was so pissed off, he just moved out of Bihar. When Mr. Kumar came in power and delivered on his promise to control law and order, the manager came back to Patna.

There are dozens of such instances I know and I am sure even you have hundreds of such stories to tell.

People of Bihar voted Mr. Kumar in spite of the allegations of 11412 Crore scam. Whenever I read about any of such scams, I feel cheated and get angry. Why not? We work hard, compete, earn and pay significant amount of our income as income tax. And our money is looted by these criminals in white disguise.

Then I must say that Bihar is already on the path of revival, a big round of applaud of Mr. Kumar. I personally feel he is a great leader but he is like a lotus in mud. He is surrounded mostly by persons who are incompetent, opportunist and mainly focus on corruption. On the path of money making they go to any extent which continues to hurt Bihar and India on the whole. So handling this cancerous people is a big task for Mr. Kumar. Let me tell you few related stories.

With vision to form an Infosys in Patna, my few enthusiastic and successful friends in different corner of world worked on a Project Plan to start a company for Software Development and Information Technology Enabled Services with ambitions to start with few hundred professional and recruit 5000 professional in next few years. To help them I personally visited the Biscomaun Bhawan in Patna which is declared as IT Park by the state government of Bihar. Not to my surprise, it was stinking and full with garbage and filth like any other office premises there. I contacted state government officials to discuss the IT policy posted at the state government website (http://gov.bih.nic.in). The policy prominently proclaimed about formation of single window to help entrepreneurs and other benefits and subsidies. I was told that the policy is still in draft version. I visited SIDBI office for funding and I was told that I should contact Kolkata office.

Government need to deliver on the promises of the formation of single window for entrepreneurs and establish entrepreneur friendly infrastructure.

One of my friends successfully established an educational institution in Bihar but this was not easy. When he contacted state government for allocation of land he was quoted fours time of the existing market prices.

Such harassment must be stopped. Entrepreneurs plays significant role in development of any state and nation. No one in any government should treat them as sacrifice goat or money making machine.

I am sure that the record breaking mandate by people of Bihar will arm him with sufficient weapons and confidence to tackle corrupt ones.
