Outlook in its latest edition came out with a sensational story of how the Bihar chief minister himself indulged in plagiarism and how the entire research paper of scholar of Jawaharlal Nehru University, Atul Kumar Singh, was printed as a book ‘Special Category Status: A case for Bihar’. The invitation card openly mentioned the expression “authored by Nitish Kumar.”

It seems like the government is desperate for cheap publicity and that too by illegally violating the copyrights and intellectual property rights.
This was never expected from this govt. and isn't it a shame?

We have been working on a canal proposal since the Koshi calamity days.
While collecting relief funds for the cause, this idea was originated in our mind.
We spent our weekends and nights to convert our idea into a proposal.
We published the first version in March, 2009 at links below and started to promote it.

Since then we are getting enormous support and response from the well wishers of Bihar and we are getting strengthened day by day.
Also, Avinashji had handed over the proposal personally to a prominent leader who is now elected for Rajyasabha recently from JDU.
Then one day we saw the Canal proposal from the state govt. which prominently and exclusively covered by the hindustan newspaper!

We were surprised to see because we were never contacted and all the credit was given to the state govt.
They did it again!
The estimated cost of the DPR for the project is Rs 600 crores and the cost of project is 60,000 crores. The proposal for DPR has been sent to central GOVT. We afraid, the DPR itself is going to take few decades if we do not get awakened and follow up.
Can you believe that for the cost of DPR with true will and passion, the canal itself can be excavated?

As per the Govt of Bihar the cost of Excavation of a 1 hectare * 2 m is Rs 1.5 lakh.

Suppose our canal area is 400 km x 1 km
i.e. 400000 m x 1000 m = 40000 hectare
40000 x 1.5 lakh = 600 crore.
So canal itself can be excavated for that amount.
Of course there will be other cost like for land acquisition, power plants, infrastructure etc. We are not the expert but what we mean to say is that with a strong will this can be achieved at much lower cost.
Instead of forwarding the proposal to central govt., the state govt. could have taken some concrete step. But as usual, either they don’t have will, vision or competency or they just continue to fool us.
Where there is a will there is a way!
From where the Rs 600 crores will come?
NREGA scheme (http://nrega.nic.in/netnrega/home.aspx) can be used to employ the manpower required for excavation. This can employ thousands/lakhs of people right away.
And ss mentioned earlier the canal can store all the water in case of breach similar to Koshi breach for two days.
How?

No. of Seconds in a day (24*60*60) : 86400
Water discharged per day : 317606400 cubic meter
1 cubic meter : 1000 liter
1 hectare : 10,000 square meters
Width of Nepal border (356 km approx) 356000 m and if the canal is 400 KM long then 400000 * 1000 * 2 cubic m can store 80,00,00,000 cubic m of water and can store all the water flowing at 1,29,800 cusec for more than 2 days. Using the excavated soil the depth of the canal can be increased further which can store more water. Excavated soil can also be used to construct hydroelectric power generation units. Thus the canal will control floods and produce electricity and trigger agricultural and Industrial revolution.
But you might know the state govt. has been braggarts so far rather than a achiever on the front of fulfilling our dreams.
So let’s unite together and raise our voice for the CANAL, ASAP!
