Canal Proposal

Dear friends,

We have been working on this canal proposal since the Koshi calamity days. While collecting relief funds for the cause, this idea slowly came up. We worked on this proposal and published on our website.

Since then we are getting enormous support and response from the well wishers of Bihar and we are getting strengthened day by day. Few months back a similar canal was proposed by the Govt. of Bihar which was covered in Dainik Hindustan and here it is for your reference. The estimated cost of the DPR for the project is Rs 600 crores and the cost of project is 60,000 crores.

The proposal for DPR has been sent to central GOVT. We afraid, the DPR itself is going to take few decades if we do not get awakened and follow up.

Can you guess that for the cost of DPR, the canal itself can be excavated? Please have a look at the fact and figures below:

As per the Govt of Bihar the cost of Excavation of a 1 hectare * 2 m is Rs 1.5 lakh. (Ref. Page 11/12, Table 9, http://ahd.bih.nic.in/Documents/ICAR-Report-Fisheries-Dev-Bihar.pdf)

Suppose our canal area is 400 km x 1 km
i.e. 400000 m x 1000 m = 40000 hectare
40000 x 1.5 lakh = 600 crore.

So canal itself can be excavated for that amount.
Of course there will be other cost like for land acquisition, power plants, infrastructure etc. But with a strong will this can be achieved at much lower cost.

From where the Rs 600 crores will come?

The excavation phase itself can employee thousands of people. NREGA (http://nrega.nic.in/netnrega/home.aspx) scheme can be used for the purpose.

The canal can store all the water in case of breach similar to Koshi breach for two days. How?

1 Cusec : .02832 cubic meter per second
No. of Seconds in a day (24*60*60) : 86400
Water discharged per day : 317606400 cubic meter
1 cubic meter : 1000 liter
1 hectare : 10,000 square meters
Width of Nepal border (356 km approx) 356000 m and if the canal is 400 KM long then 400000 * 1000 * 2 cubic m can store 80,00,00,000 cubic m of water and can store all the water flowing at 1,29,800 cusec for more than 2 days. Using the excavated soil the depth of the canal can be increased further which can store more water. Excavated soil can also be used to construct hydroelectric power generation units. Thus the canal will control floods and produce electricity cause agricultural and Industrial revolution.

So, we must voice together and act!

I believe that with such kind of support from people and with a strong will, vision and passion, wonders can be done in five years. I appreciated Nitishji for his initiatives in the beginning. But today most of the initiatives have not yielded into result. He may be good but not good enough. We still get floods. How many industrialists invested? How many engineering and medical college came up?

    The calculations given by Amitabh do not hold up to rule of thumb estimates. Digging a km wide canal for 1 km does not cost a couple lakh rupees. Just digging is a fraction of the cost of canal building and maintenance. What Nitish should do is to bring together a couple dozen best experts at the senior most experiential, planning and policy levels... See More, include all stakeholders, ask them to deliberate for a week, incentivise them all and make sure those identified as the key potential contributors get engaged. Its not something to be planned on the back of an envelope. That is the bane of our governance process that we do not plan well and do not think through the whole project. That is the skill some people have demonstrated- Sreedharan of Metro Rail, Reliance, GMR etc have managed to get a few things right. We need those who can get things right.

    Thank you so much for visiting this page and for your valuable comments! We are not the experts for the canal and we invite experts who can help to build a detailed proposal. With due regard we would like to say that the calculation is to justify that 600 crores may not be needed for DPR itself and it should not be the show ... See Morestopper. The calculation is based on cost proposed by Govt of Bihar on their website which says that for excavation of 1 Acre x 2 m area it costs 1.5 lakhs. Also we have mentioned that there will be various cost like for land acquisition, power plants, infrastructure etc. But with a strong will this can be achieved and that too at much lower cost instead of waiting for 6 hundred crores for DPR and 60 thousand crores for project implementation. State govt can use existing central govt funds/schemes like annual development fund, NREGA etc and take initiative. Sending the proposal to Central govt and wait till nothing happens is kind for procratination and injustice to Bihar. Based on the pevious experiene it may be possible that DPR proposal may take a decade or may take it for forever for getting sanctioned. If it is sanctioned, another decade may take to complete DPR. If that too is approved then few decades for approval for 6000 crore for the real project. By that time perhaps many of us will not be here. But Bihar will continue to bleed. With strong will like Dasrath Manjhi (http://en.wikipedia.org/wiki/Dashrath_Manjhi) work can be initiated proactively. Like what you said, we alos vbelieve that the state govt should not wait and complain for incooperation from central govt. Actions must be taken now.   4. Ashutosh Thakur: I must applause the initiative you've thought to take for or motherland but i want to clarify you something which will help all of us well wishers in the long run........
    First, State Govt. was just not enough enabled to cope with such destruction, it lacked in proper trained staff, infrastructure, motivation among its workers, funds and yes the ... See Morebelief of people on its programmes. People rather queued to eat in Plan Foundation camps rather in state run camps.
    Second, the people expected to maintain "Bhutia Bandh" wanted it to die as that ensured enormous amounts of funds inflow in state, which they all benefitted of.
    Third, Central Govt. didn't helped in any way to be precise.take one instance, we the students of DU were procuring materials from corporates and taking them there but after 2 rounds of we were asked that either we book the space or we would have to submit all these materials to SDM of Saharsa area. So we had to book, cause nobody wanted to hand over all the materials to Govt.
    Now, this is the real situation and dilemmas of working there and for this cause. We expect all of us to take these into account and work accordingly........

    In 2001, I was traveling with my family including my 90 years old grand mother from Patna to Deoghar by train. We were having confirmed berths. Even we did not get berth, not even for the grand mother. On protest, my brother and I were beaten by a group of people. But even that incident could not break my heart and hope thinking If we won’t act, some one from that mob will become our leader. Bihar will never recover. Usually talented people have good education followed by great job and herd of incompetent people from leftover, rules. This has been happening. We have not get a leader so far with a true vision, passion and action plan for our dream Bihar. A Bihar where in every village there will be non-stop electricity, fast internet, abundance of employment opportunities, quality hospital, school, public transports, roads and other amenities and infrastructure. Health, wealth and harmony for each and every idividual!

    If we look six-seven decades back, the condition of Bihar was similar or even better than Germany/Japan(during world war II). After such extreme destruction, generations of Germans/Japanese act together to gift today's Germany/Japan to the generations of today.

    i am working in water resources dept. Govt of Bihar under a Wb funded project. recently a delhi firm also proposed the same.
    very simple thought, if we can not get land for four lane NH how can u think of a canal ????
    we already have many canals and farmers have given land for that, what did they get? waterlogging!!

    i also think of a better bihar but people live in the environment they build for themselves. bihar of today is not "made in Pakistan", it was made by biharies.
    so pls think of using whatever u have (with care ) we don't need Biiiiiig ideas, we need to think, this is our land and we have to make it livable for our children !!!!

    I am glad to learn that the firm in Delhi has also proposed the similar canal. Few months back a similar canal has been proposed by the Govt. of Bihar which was covered in Dainik Hindustan and I have a scanned copy of it with me and I can share the same with you. The estimated cost of the DPR for the project is Rs 600 crores. And believe me, the DPR itself is going to take another six decades if we do not get awakened and follow up.

    So, I am not sure who is influencing who but it is encouraging that our brain child is coming up slowly.

    The canal is proposed near Bihar-Nepal border. Isn’t it true the most of the areas in the region are deserted? If we try with honest intention, we are hopeful that we can get lands for our canal!

    I absolutely agree with you that Bihar of today is made by Biharis!

    We are trying for Bihar of tomorrow! We are daring to dream for the generations to come.

    Do we really do not need BIG IDEAS?

    Can a person, a state, a company or a nation succeed without BIG IDEAS?

    Sir, we are of course thinking with what we have in out hands. Canal on Bihar soil can be completed with or without cooperation from Nepal.

    Dear Amitabh,
    i never intended to pull u down along with ur idea; i just wanted to make it clear that we do have big ideas on ground but it will not see light of the day. That is because of bureaucratic hurdles. the moment an official in power understands the problem and begins to try to do something, he is transferred.
    I have been seeing this for last 23 years.

    i would like to point out some similar big ideas gathering dust -

    Modernization of Patna (British part of Patna) on the pattern of Chanakyapuri/ Pragati Maidan of Delhi. a non starter, the area still looks like a dead colony.

    Master plan of patna - none of the master plan has been implemented, even 2% of it; since 1956. Patna still is the worst managed city of india!!! there is a Nagar Nigam but come Patna and see for yourself; the dirtiest city in the world !
    There is no facility of lodging a complaint thru web site. The site was launched with great fanfare.
    If u see Patna on Google Earth, u will notice that the city is basically a overgrown village, same narrow winding "lanes" full of filth, hardly enough for a Maruti 800. And it is still growing in that fashion. (compare with Big Ideas-Modernization of Patna)

    We can not pay electricity bill online ! Where is NIC ?

    Very few shops in Patna accept credit card payments ! Thanks to BSNL network on which this service relies. Who is responsible ? sab chalta hai .

    We have by pass "lane" in patna. widening is still to be done. a 7-8 km road hold-up is a common sight, but we are still making DPRs.

    We talked of reviving industries. None started. cause ?-no power except in Patna. We don't talk of power, we have failed to invite big industrial houses for this. we only blame Central Government.

    We have full department and ministry for food processing- There is no food processing industry in Bihar !

    We talked of Hydro-power. We made DPRs !!

    We have skills like u and me- but all are doing well when out of Bihar. Bihar never pays for ur skill, you will have to "earn" what you deserve ! Bihari skill and sound knowledge is appreciated only outside Bihar. see Gajendra Singh, Prakash Jha, Neetu chandra, and many more in film industry. Majority of top of the line journalists in media are from Bihar, but not in Bihar ! We have many scientists and technocrats of international recognition but they thrived because they left Bihar early.

    I would therefore propose to gather all NRBs (non resident Biharies), form a consortium of sort; exchange ideas and prepare action plan strictly to be implemented without Government support.
    Let's start industries and commerce in Bihar on our own. the moment you get in contact with government, u are bound to crash.

    i started a GIS/Remote sensing company in Patna after resigning from Government job (in 19th year of service). I got first assignment from Chennai, then from UNICEF but not one from Bihar Govt !! I am a well known personality in this sector of IT so people (in govt. depat.) prefer to keep distance from me, because they can not "talk" to me on terms and conditions !!

    That' all i wanted to share with u. You are away from Bihar, thinking of a better Bihar; I am "in Bihar" trying hard to establish myself and my company so that i could proudly say that Bihar has a big IT firm which was born in Bihar, brought-up in Bihar and is being seen by the whole world !!!!!

    I am really glad that Alumni of Patna University at least started talking up issues / ideas on this platform.
    Though I am not a technical person in true sense but I do care and would like to work together for development of my mother state.
    What I feel is, this is the right time to put our voice / ideas / action plan together and see what best we can do for this place.
    To my mind the perception has started changing about our home state after new government taking charge and incidents as described by Mr Jha has started being controlled in much better manner.
    It would be wise for us not to unnecessary highlight such incidents (that too on these public forums) and should focus and publicize the developmental works so that we could attract more people to think positive about Bihar rather than feeling hopeless.
    Demand of the day is to immediately take some steps to stop brain drain from the state in name of Studies & Career opportunities.
    We, who passed those critical times in the state, need to come back time and again and talk with the students and need to help them finding more opportunities within the boundaries of the state for them.
    Ideas for the same like Putting up Canal needs are to be welcomed. Let us use this forum to discuss and create awareness among all of us.
    Fortunately the present government is working on ground level developmental works like Law & Order, Roads, Putting up right education system (this is what I have heard & Felt during my recent visits to Bihar), we can mobilize the successful professionals of our state and start helping the future of our state to flourish further.

    I am not domain expert and that's why will not comment on the same. In so far as IDEA of making a canal is concerned, its not bad. I think it must be given a t' up.

    Problems regarding land acquisition or others will remain there for the simple reason as to what will they do if land is acquired without providing any alternatives of livelihood to them affected.Here comes the role of planning, better communication to make the masses understand the cost& benefit of the project.

    Since, somebody talked about the situation of Japan, Gemnay, France, post WW, i would say with a high degree of confidence, development is an outcome of change of mind-set. it is evident things are changing in Bihar. Mind it, all the shortcomings, will make Bihar an attractive market for sure in coming days. These will be the drivers of the growth. At least Bihar is better placed than Africa. Our industry were looking East Asia, now looking Africa for expansion, i am sure they will suddenly realised they are committing a mistake not looking at BIHAR.

    Things will change. We are thinking of a better Bihar. Churning has begun now. What else is required? One thing i must say, with no offence to Amitabh, pls. dont post bad experience (as you faced while visiting home) on such discussion, such things hinders the brandequity of something called BIHAR. if you are concerned, market BIHAR.....

    Congratulations to Amitabh Jha for thinking so positively - I also feel the same for my mother state Bihar as you all do - I agree with Sanjay Kumar that in order to make what Amitabh has thought - POSSIBLE - we must propose to gather all NRBs (non resident Biharis) and form a consortium of sort - FINALISE in blue print what our course of action will be - and try to implement it.I also do agree that Government support should be STRICTLY AVOIDED as far as possible - as it will only result in termination of the plan.
    You see the point is that India and its States are running and trying to progress NOT BECAUSE of GOOD Governance but inspite of repeatedly BAD GOVERNANCE - and we people helplessly watch the pathetic condition of the country - Bihar needs to get back its Glory as it had in the past.
    Corruption is the ROOT of all problems and if somebody tries to fight it - he is Victimised.So how will you progress taking alongside with you all the CORRUPT people.It is actually a fight between CORRUPT PEOPLE v/s GOOD CITIZENS - so we must strengthen the hands of GOOD CITIZEN who can visualise and do something for our Bihar.
    We will Succeed if we have a strong WILL and DETERMINATION.
    The present Government of Bihar HOLDS some PROMISE but MOMENTUM is Definitely Lacking.

    Once again I am thankful to your response. I do agree with you that Govt is not doing as expected and required. On BRF we have posted a to do list. In point 8 and 12 We proposed to track GOVT work through RTI. Also I have personally experieced the problems you mentioned. My few NRI friends are looking to start a software company in Patna and hire 100 computer grads initially and hire 5000 in coming years. I visited GOVT officials in Patna and asked about the the IT policy posted on govt web site they said it is still a draft version. And I should directly conact to bank. It's fifth year. I went to my village where stil there is a school with 2 tiny rooms got 100 + students without desk, tables and basic amenities. SO I do agree with you, we will have to participate .. अकेले मेरी आवाज को सुने कौन सरकार..

    To do list:
    1. Proposal for the 356 km long Canal at Bihar-Nepal border. This canal will provide permanent solution to flood, proposed hydro-electricity plants should generate abundance of electricity. Conrol on flood will increase agricultural production. Abundant electricity will lead to Industrial revival.
    2. Network with Electrical and Civil engineers who can help in preparing the Detailed Project Report (DPR) for the canal
    3. Network with Biharis from the area closer to Bihar Nepal border like Kisanganj (Pothia, Tajabpur, Thakurgan, Jirangacch, Tulshia, Terhagacch), Araria (Sikti, Palasi, Kursakatta, Jogbani, Narpatganj), Supaul (Basantpur, Birpur, Terhi Bazar), Madhubani (Laukahi, Laukaha, Ladania, Jayanagar, Harlakhi, Madhwapur), Sitamarhi (Sursand, Pariharpur, Sonbarsa, Majorganj, Bairagnia), Purab Champaran (Ghorasahan, Adapur, Raxaul), Paschim Champaran (Sikta, Mainatanr, Rampur, Gawnaha, Gobardhana, Valmikinagar, Gardi). Collect information, photographs etc. which can be helpful in prepraring the DPR. Information about land, roads, accessibility etc.
    4. Network with doctors willing to improve the healthcare facilities in Bihar
    5. Network with software engineers open to work from Bihar or can help in establishing software companies and projects
    6. Network with investors/entrepreneurs and persue them to invest in Bihar
    7. Network with consultants who can get projects which can be executed from Bihar like Software, Call Center, BPO and outsourcing projects.
    8. Network with Government officials and contacts, collaborate information and work in harmony
    9. Network with Experts in their field and get help from them to start projects
    10. Make a library of resources which can be useful to every one llike crash courses, contacts, guides, helps, video-audio tutorials etc.
    11. Make members in every village and panchayat who can work on ground level
    12. Go through the Govt web sites, use RTI, get information about all the Govt projects and track status.
    13. Network with media and get help to take BRF activities to public and govt.
    15. Network with education and management guru and get help to develop crash courses for teachers, students, workers, women, poor etc to learn/improve. Courses like Spoken english, computers etc.
    16. Network with agriculture specialist and develop strategy to increase the production
    17. Network with animal and cattle specialist and develop strategy to increase the cattle population and establish leather factories
    18. Network with people who can help in fund raising
    19. Network with industry specialist who can help our entrepreneurs to start similar projects
    20. Network with scientists and get help from them to motivate and guide the students to scientific research to solve the problems.

    Dear Amitabh & Sanjay,

    We all agree that if a Canal is built on Bihar - Nepal Border then it will revive Bihar - it will control floods, produce electricity and cause agricultural and Industrial revolution.

    Now that Monsoon is about to hit Bihar - this year again the people of that Region will be at mercy of God.As nothing concrete has been done by the Govt. inspite of the fact that more than 1.5 lac people died in last years Flood Devastation.These figures of causalities do not tear the heart of govt.of Bihar - they are in no hurry -

    But we should be in a HURRY - we should take action ASAP -

    The first immediate step looks to me that we should float a Bihar FORUM - with first task being - Proposal for Canal at Bihar-Nepal Border to revive Bihar - let's bring out an advertisement simultaneously in all leading newspaper urging people to join from all walks of life - and let them contribute in whatever way they can.

    If People will rise - no force can Stop.

    Once again thank you for your comments. The bitter experience I posted here with honest intention to communicate "Forget the past and act towards the betterment of Bihar". I agree with you on most of the points. No offence but I dont believe that today we are in a condition to even think to market Bihar. Lot of home work need to be done and infrastructure need to be built before we start marketing Bihar. As Sanjay sir said and I experienced during my Bihar visit in Feb 2010, I can say that on that basis. Still things are more or less same whether it is train, electricity, infrastructure, healthcare, filth, garbage, corruption or what so ever. If we do not accept this truth and concentrate only on marketing, we will be hurting Bihar's interest in long run. Brand marketing alone will not work. Nitishji tried to do lot of Brand marketing but failed to attract investers because he did not do the basic homework and still he has not done sufficient work to attract them. As long as we dont have basic infrastructure in place, investers will continue to invest in Africa, Asia and in every part of world except Bihar.

    The proposal for canal is an effort towards the ground work which can produce abundant electricity which is one of the basic need for Industries.

    That is the hard reality and heart breaking. The pity is even this govt could not find a permanent solution. So far they have come up with a Big Bang "Flood Management Information System" ( http://fmis.bih.nic.in/ ). It can tell you about floods, casualities, metrics and crores spent for it and billions need to be spent in future. But you wont find there "A permanent solution". Flood will keep on coming and people will continue to die and curse will llive for forever.

    So we need to act!

    I support the idea of Sanjay Prasadji to advertise our concept in newspaper and mobilise the well wishers of Bihar.

    For this we need to plan the action, the content, the cost.

    So please let know how we can take that idea from here? How much it will cost to advertise? And other thoughts on why and how are also welcome!

    BUT being satisfied by the work of Nitishji is sign of complacency.

    Ladies and gentlemen, believe it or not, we have not get a leader so far with a true vision, passion and action plan for our dream Bihar.

    What is a DREAM BIHAR?
    A Bihar where in every village there will be non-stop electricity, fast internet, abundance of employment opportunities, quality hospital, school, public transports, roads and other amenities and infrastructure, industries and agriculture. Health, wealth and harmony for each and every individual!

    Does that make sense?

    Its real pity that even though people of Bihar provide absolute mandate to support a stable Govt (to Nitishji or Laluji), the govt fails to deliver. I believe that with such kind of support from people and with a strong will, vision and passion, wonders can be done in five years.

    If we consider Somalia as baseline for the development, then lets close our eyes, take deep breaths, be contented have nice sleep and enjoy the quality life we have! But if we dare to dream big for a DREAM BIHAR, then lest open our eyes!

    I appreciated Nitishji for his initiatives in the beginning. But today most of the initiatives have not yielded into result.

    Where is the permanent solution to floods?

    Do we know that in the fifth year the IT policy published on the Govt website is still in draft version?

    Do we care? Population is growing and food grains production is shrinking.

    Where is the electricity? Where are the sugar industries and jute industries, leather industries, paper industries?

    The life is a big teacher. Nitishji and Laluji had been close allies for years. Then Nitishji became railway minister and then CM. I am sure the responsibilities at central govt must have honed his administrative skills. Laluji first became CM and then railway minister. And he has done a fairly good job during his regime as railway minister. So Nitishji or Laluji or anyone else, they could not have been able to do what every Bihari dreams.Elections are due this year and unfortunately we don’t have much option to choose from. Under these circumstances I won’t be surprised if we have a new CM in a hung assembly.

    Nitishji or Laluji
    Will they give tickets to educated people with clean image, vision and passion?
    Do they have concrete plans and will to fulfill our dreams?
    Do they have permanent solutions for our entire problem?

    We need to think beyond Nitishji or Laluji and think about the GREAT BIHARI DREAM. We need to ask questions to our candidates and ask them what plans do they have to meet our expectations?

    Eventually, we will have to get united, come up with ideas, raise voice and pressurize GOVT to ACT.

    We need to Vote for a dreamer and visionary!

    Being a dreamer (not politician), I have been working on a proposal for a canal on Bihar Nepal border and on Bihar soil. This can be done with or without cooperation from Nepal. I welcome you all to the Bihar Revival Forum.

    You are a genuis. Not only your thought process is very clear, you also bring up the topics which are so relavant and thoughtful.

    First of all as a fellow Bihari , I feel sorry for whatever happened with you and your brother in the train. One of the common factors that needs to be changed in Bihar is the culture that has got rotten over the years. If you have read this discussion since its inception you would have found several friends writing about change of mindset. Unfortunately many Biharis suffer from inflated ego, believe in short term gains and rely upon shortcuts to be successful in life. I dont know why this has happened given the fact that we were the most prosperous state after independence and contributed several of our senior leaders towards the first government. Over a peiod of time, we remained where we were and the other states left us all far behind. We did not realise that it is far more honorable to fail than to cheat. We wanted success and short term gains thrilled us AND somewhere we lost the belief that its always the - 'harder right' rather than the 'easier wrong'.

    A software graduate in Bangalore is thrilled to make a programme where he has developed the logic himself. This probably paves a way for him to be an enterpreneur. Whereas in Bihar the thrill is to remove someone from his legitimate railway seat, beat up someone in someone's own colony and over take another car or bike in a crowded traffic junction. I see a very minor change after Nitish kumar has been the CM, with Lalu being the CM there was and will be no hope in the hell for Bihar.

    These are some very harso words but I hope that my fellow group members will agree with me.

    I am following this discussion from last week. Once I went through all the comments of this discussion I was surprised. Bihar is on the way of progress. Different kind of data as anecdotal evidences has proved this fact. Many of us feel proud on it. As a citizen of country and person belonging to the Bihar state I also feel proud whenever I found some more such kind of information. Yet the road to far ahead. I feel people involving in this discussion are having some thoughts and vision. So can we initiate a discussion on “Our Dream Bihar by 2020”. Can we as a group reach to an agreement on the areas we would like to explore. To begin with I feel a 10 year plan can be a next step to share each other vision. The next step could be how we can contribute in it.

    I have also seen list posted on BRF. I feel it is huge one. But I don’t have any problem with that list if it is agreed by all of us. In such a case we need to draft a PoA for same.

    Thanks for your initiative. We only talk on forums/blogs, but in real noone is coming to BIHAR from his JOB. But we should come and we should have to do something for BIHAR, so that we will get job in BIHAR, and bihari will not migrate to other places.
    By looking/following forums/blogs like this, I can say that "NOW OUR BIHAR WILL BECOME A DEVELOPED STATE IN THE WORLD within pair of years".
    Now we are organising through different blogs/forums. Hence we need to meet and start some cooperative/organisation to meet the government of India and BIHAR to give some proposals etc. to be introduced in BIHAR. That organisation will also support/provide ideas to the government.

    My few NRI friends with passion for Bihar, are looking to start a software company in Patna and hire 100 computer grads initially and hire 5000 in coming years. I personally visited GOVT officials in Patna and enquired about the IT policy posted on state govt. web site and to discuss the possibilities of other support from state govt. I was shocked by their response that as they said the policy itself is still in a draft version. They advised me to contact banks and other organization directly. It's fifth year and the IT policy is still in draft version and prominently and proudly displayed at state govt website @ http://gov.bih.nic.in/ and http://gov.bih.nic.in/Documents/Draft_IT_Policy_2008.pdf . What a shame? I came back empty handed and the project is on hold.

    I personally appreciated current state govt. for its initiatives in the beginning. The govt. delegates travelled across India and to places in world to attract investors to invest in Bihar. But today most of the initiatives have not yielded into result. The reason I feel is govt did not do enough homework to work on basic infrastructure which any invester looks first.

    Like you and other countless brothers and sisters, we did not leave Bihar, we were forced to. We competed with world wide talents to get into colleges, jobs and worked hard to establish our career and still doing so. We are staying away from parents, family, and friends and missing family events. Do you think it makes sense to give up our stable career and move to Bihar for uncertain feature? Certainly we are hopeful, we will come one day. And BRF is an initiative to build a platform for a prosperous Bihar where we come back and live happily.
    As you said, we are using the web 2.0 and community web sites to connect like minded people and voice together and ACT.

    One basic problem Bihar facing is Total ignorance of Agriculture.
    There is deadly scarcity of every thing used for proper farming.
    1) Lack of technical awareness with respect to agri work
    2) Lack of proper seed
    3) Lack of fertilizer
    4) Lack of soil testing labs
    5) Lack of proper guidance and pest control
    6) Lack of electricity for irrigation
    7) Lack of agriculture institutes and scientist.
    8) Lack of proper Agriculture machinery and equipment.
    9) Lack of Land reform such as CHAKBANDI. A farmer has 2 acres of land
    divided into 10 pieces at 10 different locations. Not able to do any
    thing.

    This list will go on.

    One best solution would be, we should have a Panchayat Bhawan in Every
    Panchayat with facilities like
    1) One School with proper library
    2) One Agro Adviser with all facility
    3) One Doctor
    4) One Security Officer with his sub-ordinates
    5) One versatile training/repair facility for agri equipment
    6) One shop where all necessary house hold item should be available.

    One more thing, we can do is….we can maximize the lands used for
    constructing house. As population is increasing, we should have
    township type of housing colony. All villages in a Panchayat can be
    merged to one.

    Every District should have a centralized university with Engg,
    Medicine, Law, Management, environmental science etc…dept. with big
    hostel facility in one campus like BHU, Varanasi.
